As the Program Director for Project Development at the U.S. Army Office of Energy Initiatives Mr. Irwin is responsible for the identification, vetting, development, and structuring of industry energy projects to provide cost effective energy resilience to support mission objectives at U.S. Army installations. Prior to assuming his current position at OEI, Mr. Irwin served as a Program Manager for Critical Infrastructure Cyber Assessment under the Air Force Civil Engineer.

During his career Mr. Irwin has held a variety of engineering positions both in and outside of the Department of Defense to include Director of Opportunity Development for the Air Force Office of Energy Assurance, Project Manager for Air Force Military Construction design & construction with the Air Force Civil Engineer Center and multiple positions at Offutt AFB, Nebraska. Prior to federal service Mr. Irwin worked as an engineering consultant in design and construction.

Mr. Irwin holds registration as a Professional Engineer. He earned a Bachelor of Science in Civil Engineering from Arizona State University, a Master of Military Operational Art and Science from Air University at Maxwell AFB, AL, and has additional post-graduate studies in Defense Energy at the Navy Post-Graduate School, Monterey, CA.
