David has specialized in energy and related technologies for over 30 years. He is an international expert in developing and implementing resilient energy programs for governments and utilities. His skills span policy development, financing, and implementation of resilient energy systems combining fossil generation, solar, storage, and smart grids.
Current programs focus on the transformation of the electricity business to create new value for consumers driven by new business models, the internet, and disruptive technologies. David provides governments with energy policy and execution advice. He is a senior advisor to the U.S. Army Office of Energy Initiatives where he helps develop new policies and programs to attract private sector investments for resilient energy systems in support of the modern military mission.
