Thomas Keown is a registered Professional Engineer in the State of Washington with technical expertise in design, planning, hydraulic modeling, and asset management programs for water and sewer utilities. He has completed distribution/transmission pipeline, groundwater wells, reservoir retrofits and pump station designs from schematic design through final design and construction management. As a private consultant, he has been a project manager for several utility Comprehensive Plans and infrastructure Asset Management Plans. Thomas’ public agency management experience includes working as a project engineer and manager for several utilities. He is currently employed as the General Manager of the Covington Water District and has oversight responsibilities for all facets of the organization. Over the past 11 years, the District has invested in technology such as moving its GIS platform to the Utility Network, started an assessment to become ISO55000 compliant and invested in energy resilience projects that help lower overall operational costs while mitigating potential impacts from natural and man-made disaster events.
